Armstrong Road Case Study

In 2005, Wessler Engineering conducted a study of the City of Frankfort Water Works’ system to plan for future needs due to the aged water system and to support potential development resulting from the Indiana Department of Transportation‘s (INDOT’s) planned expansion of State Road 28 from Frankfort to I-65. Wessler summarized the results of the study in a Preliminary Engineering Report that made recommendations for improvements to meet needs for the 10-year planning period and to position the system for future expansion to I-65. 

Coordination of the water treatment project with the three other projects was challenging. Design of the first project began in July of 2008 and the last project, the new water treatment plant and wells, was on line producing quality drinking water in July of 2011. Wessler was the Engineer for all four projects.

The budget for the Armstrong Road plant and 18” water main projects was $7.9 million. Due to fast tracking, economic-driven competition, and the City-County EDIT funding of the tank project, the total cost to Frankfort Water Works was $5.3 million, an astonishing $2.6 million under budget.
